Speculations on Learnsets of Pokémon for OR/AS

So I decided to take a look at the movesets of Hoenn Dex Pokémon and see what Pokémon's level-up movesets could be changed. This is based off following criteria:

-Is the Pokémon available in-game? While this isn't always a criteria(see Meditite/Medicham in FR/LG), it is the biggest variable.
-Is the Pokémon available early-game? While not a mandatory criteria, this is increases the likelihood.
-Does the Pokémon learn horribly underpowered moves at high levels? Again, not a mandatory case, but it increases the chances.
-Does the Pokémon get a new Tutor move? Several new Tutor moves have been incorporated into the movesets of Pokémon in the past.
-Has the Pokémon undergone a major moveset change already? Again, this increases the probability, but it is not a deciding factor.


For this piece, the Veekun dex and the Hoenn dex were used, as well as Serebii's B2/W2 change list, HG/SS change list and Platinum change lists were used.

Each evolutionary line will be discussed individually, going with the dex order of Veekun's Hoenn dex. As we don't know what changes will happen to Hoenn dex, other Pokémon won't be playing major parts, but post-E4 Pokémon will be discussed.

It should be noted that these discuss only the level-up moveset. ALL POKEMON are likely to get new Move Tutor moves.


Hoenn Dex Pokémon:


Pichu-line:

Likelihood: Unlikely for Pikachu and Raichu, likely for Pichu.

Reasoning: Pichu-line has changed noticably from the transition to Gen VI, gaining Disarming Voice from breeding, Play Nice and Nuzzle from leveling up(for Pikachu stage). Pichu also had a minor change in level-up moveset, with Thunder Wave and Sweet Kiss changing levels.


Possible changes include: Pichu might get a few more exclusive moves, and Pikachu or Raichu might get a Move Tutor move.


Sandshrew-line:

Likelihood: Unlikely.

Reasoning: Sandshrew-line's entire movepool was revamped in Black 2/White 2, as such there is no need for immediate changes.

Possible changes include: Sandslash's moveset might get level bumps to further divorce itself from its evolution, as it is one of the few evolutions that has exactly the same level-up moveset as its pre-evolution.

Vulpix-line:

Likelihood: Unlikely.

Reasoning: Vulpix's entire movepool was revamped in Black 2/White 2, as such there is no need for immediate changes.

Possible changes include: Vulpix might get a Move Tutor move.

Igglybuff-line:

Likelihood: Unlikely for Jigglypuff and Wigglytuff, likely for Igglybuff.

Reasoning: While Jigglypuff and Wigglytuff both gained a wide variety of moves after type retcon, Igglybuff remains unchanged.

Possible changes include: Some new support moves might get included into Igglybuff's moveset.

Zubat-line:

Likelihood: Unlikely.

Reasoning: Zubat-line's entire movepool was revamped in Black 2/White 2, as such there is no need for immediate changes.

Possible changes: Screech might be made available for Zubat, and a new Move Tutor move might be brought.

Oddish-line:

Likelihood: Unlikely.

Reasoning: While Oddish and Gloom didn't change much in terms of level-up movesets, they both gained some new moves. Gloom got Petal Blizzard and Grassy Terrain, and Oddish got Grassy Terrain. Both Bellossom and Vileplume gained Petal Blizzard as well.

Possible changes: Oddish might get access Petal Blizzard, and the entire line might get some new Tutor moves. Levels might also get dropped down a bit, as Oddish has a few early-game moves at higher levels.

Psyduck-line:

Likelihood: Unlikely.

Reasoning: Psyduck-line's entire movepool was revamped in Black 2/White 2, as such there is no need for immediate changes.

Possible changes: Levels might get lowered down, as Psyduck has a lot of early-game moves at higher levels.

Abra-line:

Likelihood: Likely.

Reasoning: While Abra-line gained three new Egg Moves and Kadabra and Alakazam gained two new moves in the previous generation, there hasn't been any other major shifts.

Possible changes: Offensive moves might be distributed more evenly, with Psycho Cut being reduced to a few levels below. Any of the previous Move Tutor moves, or more likely one of the Room moves might be included into the learnset. Unfortunately, there are no non-signature new Ghost, Dark or Psychic moves Abra can use.


Machop-line:

Likelihood: Likely.

Reasoning: While Machop-line gained a wide variety of moves in the last generations, its level-up moveset didn't change since the start of Gen V. Machop-line also didn't gain any new Egg Moves.

Possible changes: Most likely former or new Move Tutors will be included into its moveset.

Tentacool-line:

Likelihood: Likely.

Reasoning: While Tentacool-line gained a wide variety of moves in the last generations, its level-up moveset didn't change since the start of Gen V. Tentacool-line also didn't gain any new Egg Moves.

Possible changes: Most likely former or new Move Tutors will be included into its moveset.

Geodude-line:

Likelihood: Unlikely.

Reasoning: While Geodude-line didn't change much after Gen V, the levels for Rollout and Rock Throw were switched.

Possible changes: Golem might get Elemental Punches.

Magnemite-line:

Likelihood: Unlikely.

Reasoning: Not only Magnemite-line's level-up movepool was revamped in B2/W2, Magneton and Magnezone gained new moves, Electric Terrain for both and Magnetic Flux for Magnezone.

Possible changes: Electric Terrain might be made available for all stages, and Swift might be made available through level-up again.

Doduo-line:

Likelihood: Likely.

Reasoning: Doduo-line gained nothing new in Gen VI outside of Confide. The only thing Doduo gained in Gen V was Thrash, which was at the start of the generation.

Possible changes: Double Hit and Tri Attack might be made available for both stages. In addition, some of the Move Tutor moves, particularly Sky Attack, Knock Off and Double-Edge, might be made available for both stages.

Grimer-line:

Likelihood: Unlikely.

Reasoning: Grimer-line's moveset was revamped in B2/W2, and it recently gained access to Belch, as well as variety of new TMs.

Possible changes: There's a lot of potential changes, but the likeliest is probably access to Self-Destruct. Poison Jab might also be put into the level-up moveset.

Voltorb-line:

Likelihood: Unlikely.

Reasoning: Both stages gained Eerie Impulse and Electrode gained access to Magnetic Flux.

Possible changes: Electrode might get access to Sonic Boom twice and get Eerie Impulse at Level 10 to stay consistent with Voltorb.

Koffing-line:

Likelihood: Unlikely.

Reasoning: Koffing-line's moveset was revamped in B2/W2, and it recently gained access to Belch, as well as Infestation and Toxic Spikes.

Possible changes: There's a lot of potential changes, but the likeliest is probably access to Self-Destruct. Sludge Wave might also be put into its moveset instead of staying as a Dream World-exclusive move.

Rhyhorn-line:

Likelihood: Unlikely.

Reasoning: While Rhyhorn-line didn't gain much from level-up or TMs, it gained three new moves as Egg Moves.

Possible changes: As always, old and new Move Tutor moves might get incorporated into the level-up moveset.

Horsea-line:

Likelihood: Likely.

Reasoning: While Bubble and Water Gun changed places in Horsea's level-up, these were the only changes happened to Horsea, outside of a few Egg Moves in Gen V.

Possible changes: One of the new Move Tutors might be placed in the level-up moveset. Alternatively Horsea might get a few Poison moves.

Goldeen-line:

Likelihood: Likely.

Reasoning: Goldeen-line didn't gain anything in Gen VI outside of Confide.

Possible changes: While there are variety of possibilities, the likeliest change would be Drill Run.


Staryu-line:

Likelihood: Likely.

Reasoning: Staryu-line didn't gain anything in Gen VI outside of Confide and Dazzling Gleam, through Starmie gained Hydro Pump.

Possible changes: Either new Move Tutors or Staryu's old inaccessible Egg Moves might be brought into the level-up moveset.

Pinsir:

Likelihood: Unlikely.

Reasoning: Pinsir's moveset was revamped in B2/W2.

Possible changes: Outside of getting a few Flying moves for its Mega, there isn't much Pinsir can gain, as most of its old TM moves and Move Tutor moves are already available to it.

Magikarp-line:

Likelihood: Likely.

Reasoning: Magikarp-line's moveset was not changed since Gen IV, and Gyarados didn't gain any new TMs outside of Confide.

Possible changes: More Dark moves for its Mega, specifically Crunch.

Chinchou-line:

Likelihood: Unlikely.

Reasoning: Chinchou's moveset has been revamped in the last two generations through Level-Up moves and Egg Moves.

Possible changes: Dive would be a reasonable addition, but outside of that, Zap Cannon and Water Pulse there isn't much Chinchou doesn't gain that can be reinserted to its movepool.

Natu-line:

Likelihood: Likely.

Reasoning: While Natu-line gained a wide variety of moves, it doesn't have a lot of offensive moves for its earlier levels, with Ominous Wind being placed at a ridiculously high level.

Possible changes: Ominous Wind might get its levels switched with one of the existing moves. In addition, many of its previously available moves such as Nightmare or Trick can be brought back.

Azurill-line:

Likelihood: Unlikely.

Reasoning: Azurill-line's movepool was revamped both from the transition to B2/W2 from B/W and changed again for the Fairy-type retcon. In addition, both Azurill and Marill have now access to Camouflage.

Possible changes: Any number of Fairy moves might be included. Similarly, any of its lost moves might get brougth back, especially its old egg move Foresight.

Wynaut-line:

Likelihood: Unlikely.

Reasoning: Since they are joke Pokémon, they aren't likely to get changes.

Possible changes: None.

Girafarig:

Likelihood: Likely.

Reasoning: Outside of Dazzling Gleam and Confide, Girafarig's movepool remains unaltered from Gen V.

Possible changes: Wide possibility of them exist, but the likeliest ones would be access to Work Up and Telekinesis yet again.

Heracross:

Likelihood: Unlikely.

Reasoning: Heracross' level-up movepool was revamped in B2/W2 and revamped again for its Mega Evolution.

Possible changes: Heracross might gain more multi-hit moves.

Slugma-line:

Likelihood: Likely.

Reasoning: Slugma and Magcargo remain mostly unchanged from Gen V outside of access to Guard Swap and a few TMs.

Possible changes: The likeliest addition would be Inferno or Power Gem, but there is a wide selection of past moves to choose from.

Corsola:

Likelihood: Unlikely.

Reasoning: Corsola's moveset was revamped for B2/W2 and Corsola gained access to Nature Power and Camouflage in Gen VI.

Possible changes: Corsola has a wide variety of past moves to choose from. In addition, some of the Fairy moves might be brought to Corsola's moveset.

Skarmory:

Likelihood: Likely.

Reasoning: Skarmory didn't gain from the transition to Gen VI outside of Confide.

Possible changes: Skarmory might gain access to either Iron Defense or Iron Head. It might also get another TM move, since it only has Steel Wing.

Phanpy-line:

Likelihood: Likely.

Reasoning: The only new moves Phanpy-line gained are Play Rough and Confide.

Possible changes: Rototiller might be brought to Phanpy-line. In addition, Phanpy has a wide variety of Move Tutor moves that can be used.

Treecko-line:

Likelihood: Semi-confirmed.

Reasoning: Mega Sceptile gets Dragon-type now, as such Sceptile should have access to a Dragon-type move like other type changed Megas.

Possible changes: Dragon Pulse will likely be added to Sceptile's moveset.

Torchic-line:

Likelihood: Very Likely

Reasoning: Torchic-line's level-up moveset remains mostly unachanged since Gen III, and the only notable changes occured for them in Gen VI are Combusken and Blaziken's Power-Up Punch and entire-line's Confide.

Possible changes: A wide variety of previous Move Tutor moves can be brought back. In addition, their current level-ups can be revamped, as the line learns several early game moves at very high levels, such as Peck, Double Kick, Quick Attack and Sand Attack.

Mudkip-line:

Likelihood: Very Likely

Reasoning: Mudkip-line's level-up moveset remains mostly unachanged since Gen III, and the only notable changes occured for them in Gen VI are Marshtomp and Swampert's Power-Up Punch and entire-line's Confide and Barrier.

Possible changes: A wide variety of previous Move Tutor moves can be brought back. In addition, their current level-ups can be revamped, as the line learns several early game moves at very high levels, such as Water Gun, Mud-Slap, Bide etc.

Poochyena-line:

Likelihood: Likely

Reasoning: Poochyena-line's level-up moveset has not changed much, nor it gained much outside of Play Rough. In addition, it learns Thief and Take Down at very high levels.

Possible changes: Entire movepool is likely to get revamped, and a few more Dark-type Move Tutor moves might be inserted into the level-up moveset. Thief can also be brought back to Poochyena.

Zigzagoon-line:

Likelihood: Unlikely.

Reasoning: Linoone recently gained two new moves, and the line gained a few moves in Gen V.

Possible changes: The moveset order might get changed as it didn't chang much for generations, but that's it.

Wurmple-line:

Likelihood: Likely.

Reasoning: Wurmple-line didn't change much through the generations.

Possible changes: A lot, but the likeliest would be Silcoon and Cascoon getting Protect and Beautifly and Dustox getting more moves.

Lotad-line:

Likelihood: Very Likely.

Reasoning: Lotad-line didn't change drastically throughout the generations, and Ludicolo's level-up moveset remains abysmal.

Possible changes: A complete revamp for Ludicolo as well as Thief being brought back to Lombre would be a start. Some changes on the levels might be necessary, with Absorb being brought to start for Lotad. The movesets should also reach to 50s.

Seedot-line:

Likelihood: Confirmed. Shiftry is getting Leaf Blade.

Taillow-line:

Likelihood: Likely.

Reasoning: While Taillow now gets Quick Attack a level below and has access to Boomburst, its movepool is still extremely shallow.

Possible changes: Outside of Counter, Taillow needs a wide variety of new moves and a better level balancing.

Wingull-line:

Likelihood: Unlikely.

Reasoning: Wingull-line had a level-up revamp in B2/W2, in addition they recently gained access to Soak.

Possible changes: Outside of Wingull-exclusive moves being learned earlier, there isn't much that can be done for now.

Ralts-line:

Likelihood: Unlikely.

Reasoning: Gardevoir recently undergone a revamp for the Fairy retcon, and the line gained some moves out of it.

Possible changes: The stages might be made closer to each other, and some of the levels might get rebalanced. Most importantly Moonblast can be made accessible for Ralts and Kirlia.

Surskit-line:

Likelihood: Unlikely.

Reasoning: Surskit got access to Sticky Web and gained two new Egg Moves.

Possible changes: The levels might get rebalanced.

Shroomish-line:

Likelihood: Very likely.

Reasoning: Shroomish-line's level-up moveset didn't change drastically since Gen IV. The line didn't get much in Gen VI either.

Possible changes: Unfortunately there isn't much old moves Shroomish can live off, as such it requires new moves. Possibly Fairy moves.

Slakoth-line:

Likelihood: Very likely.

Reasoning: Slakoth-line's level-up moveset didn't change drastically since Gen V. The line didn't get much in Gen VI either.

Possible changes: While there are a lot of old moves Slakoth can live off, it is more likely that it will get some new moves.

Nincada-line:

Likelihood: Very likely.

Reasoning: Nincada-line's level-up moveset didn't change drastically since Gen IV. The line didn't get much in Gen VI either, outside of Shedinja.

Possible changes: Unfortunately there isn't much old moves Nincada can live off, as such it requires new moves. Ninjask and Shedinja also require full TM revamps, such as access to Acrobatics and Steel Wing. Some Dark-type moves would also work.

Whismur-line:

Likelihood: Unlikely.

Reasoning: While the line didn't gain much, Exploud recently gained access to Boomburst.

Possible changes: As Whismur-line's movepool is rather shallow, it requires a full revamp, but not as extreme as other Hoenn Pokémon.

Makuhita-line:

Likelihood: Very Likely.

Reasoning: As Makuhita-line didn't change much since Gen IV, a revamp is likely.

Possible changes: With Body Slam being the likeliest, Makuhita has a variety of moves it can survive off.

Nosepass-line:

Likelihood: Unlikely.

Reasoning: Nosepass recently gone under a revamp in B2/W2, as such another one is unnecessary. In addition, it recently gained access to Wide Guard and Dazzling Gleam.

Possible changes: Eerie Impulse and Magnetic Flux would be likely moves, so would Ion Deluge and Electric Terrain. Ancient Power would also work, as would Body Slam.

Skitty-line:

Likelihood: Unlikely for Skitty, very likely for Delcatty.

Reasoning: Skitty is unlikely to get a moveset revamp as it gained access to Play Rough and Cosmic Power, but Delcatty's moveset remains abysmal, as such it requires a revamp.

Possible changes: Delcatty can have access to Double-Edge and Play Rough.

Sableye:

Likelihood: Unlikely.

Reasoning: Sableye recently gained a few moves, even if they aren't in its level-up moveset.

Possible changes: Shadow Ball and Power Gem can be placed in lower levels as Mega Sableye is Attack oriented.

Mawile:

Likelihood: Unlikely.

Reasoning: Mawile recently gained a few moves, mostly for the type retcon.

Possible changes: Mawile's moveset can be rearranged, mostly so Vice Grip is learned earlier.

Aron-line:

Likelihood: Unlikely.

Reasoning: Aron-line recently revamped in B2/W2.

Possible changes: Aron-line has a wide variety of past moves it can relearn, but there aren't much other moves it can learn outside of Rototiller.

Meditite-line:

Likelihood: Unlikely.

Reasoning: While Meditite didn't change much, Medicham gained access to Zen Headbutt

Possible changes: Zen Headbutt can become the final move for Meditite-line.

Electrike-line:

Likelihood: Unlikely.

Reasoning: Electrike recently gained Eerie Impulse as an Egg Move, and Manectric gained access to Electric Terrain.

Possible changes: A full revamp of the line's moveset, with Electric Terrain becoming the final move for Electrike would work. However, the line requires a full TM and Move Tutor revamp as well.

Plusle and Minun:

Likelihood: Unlikely.

Reasoning: Both recently gained access to Play Nice and Nuzzle.

Possible changes: The lines require a full moveset revamp in all three possible ways to barely function. And access to more Fairy moves.

Volbeat and Illumise:

Likelihood: Likely.

Reasoning: While they both have access to Dazzling Gleam and Power-Up Punch and Illumise gained Play Nice, both movesets are very shallow and end below level 50. In addition, neither of their final moves are important for them.

Possible changes: Both lines can have access to Moonblast as their final moves. Some of their past moves can return as well, such as Ominous Wind.

Budew-line:

Likelihood: Unlikely for Roselia, likely for Roserade and Budew.

Reasoning: While Roselia gained a wide variety of revamps in last two gens, only Roserade also gained new moves. Budew remained the same, save for Dazzling Gleam and Nature Power. Roserade also suffers from a rather bad level-up set with its strongest Grass-type moves being Magical Leaf and Mega Drain.

Possible changes: Budew can get a wide variety of moves, whereas Roserade can switch Mega Drain with Giga Drain.

Gulpin-line:

Likelihood: Unlikely.

Reasoning: Gulpin-line gained a few moves in the last two generations.

Possible changes: Gulpin already has all new Poison moves, so any potential changes would have to be new or be stuff from its old movesets.

Carvanha-line:

Likelihood: Very likely.

Reasoning: Carvanha-line didn't gain major changes in last few generations, and Carvanha's moveset is currently shallow, with its final move being Take Down.

Possible changes: Sharpedo's last two moves can be inserted to Carvanha's moveset, and some moves from the past such as Water Pulse, Dive and Fury Cutter can be brought in. Some Dark-type move tutors such as Foul Play can also be inserted.

Wailmer-line:

Likelihood: Likely.

Reasoning: Wailmer-line's changes have not been major for a few generations. It also learns Astonish at a high level.

Possible changes: As there are not much past moves Wailmer can relearn, its moves have to be completely new. However, Avalanche and Self-Destruct from its past moves can be used.

Numel-line:

Likelihood: Unlikely.

Reasoning: Numel-line's moveset was revamped for B2/W2, as such it is unlikely that it will be revamped again.

Possible changes: Last moves of Camerupt can be used for Numel and vice versa.


Torkoal:

Likelihood: Likely.

Reasoning: The only major change Torkoal gained from the recent generational shift were access to Superpower and Nature Power.

Possible changes: Unfortunately, outside of its past moves there isn't much potential for Torkoal.

Spoink-line:

Likelihood: Unlikely.

Reasoning: As Spoink-line were recently revamped in B2/W2, a rerevamp is unlikely.

Possible changes: Spoink-line is rather low on Psychic support moves, as such they can be incorporated into the line. Another Room move or Gravity can be given to them.

Spinda:

Likelihood: Unlikely.

Reasoning: Spinda has recently gained two new Egg Moves and access to STAB Thrash at Level 50.

Possible changes: Spinda's wide movepool and status as a dual Egg Group Pokémon makes it very open to any changes. Its movepool can also be a bit more condensed in terms of levels.

Trapinch-line:

Likelihood: Unlikely.

Reasoning: As Trapinch-line were recently revamped in B2/W2, a rerevamp is unlikely.

Possible changes: Vibrava can have access to Flygon's later moves, and both stages can have access to Dragon Rush, as well as Quiver Dance. Trapinch can also have more slashing moves.

Cacnea-line:

Likelihood: Unlikely.

Reasoning: Cacnea-line gained a wide variety of new moves.

Possible changes: Cacnea and Cacturne's level-up moveset can be condensed, with Sand Attack and Absorb being lowered in terms of levels, and Seed Bomb becoming their final move.

Swablu-line:

Likelihood: Unlikely.

Reasoning: Swablu-line not only went under a revamp in Black 2/White 2, it also gained a few Fairy moves, most notably Moonblast.

Possible changes: Sky Attack can be brought back for Swablu. In addition, the line can learn Play Rough.

Zangoose:

Likelihood: Unlikely.

Reasoning: Zangoose went under a recent revamp in B2/W2.

Possible changes: Zangoose has a wide variety of moves it can relearn or learn. Most notable one would be Thunder Wave, but the likeliest would be Double-Edge.

Seviper:

Likelihood: Unlikely.

Reasoning: Seviper went under a recent revamp in B2/W2 and gained the two new Poison moves.

Possible changes: Seviper has a wide variety of moves it can relearn or learn. Most notable one would be Sucker Punch, but the likeliest would be Fury Cutter.

Lunatone and Solrock:

Likelihood: Unlikely for Lunatone, likely for Solrock.

Reasoning: Both Lunatona and Solrock recently went under a revamp in B2/W2. In addition, Lunatone recently gained Moonblast, but Solrock didn't gain a move for Level 50.

Possible changes: Outside of Solrock getting a move for Level 50, both species have a wide variety of moves they can use, most notable ones being their DW-exclusive moves Moonlight and Morning Sun.

Barboach-line:

Likelihood: Very Likely.

Reasoning: Barboach-line didn't gain anything notable from the generational shift. In addition their level-up moveset hadn't changed since Gen IV. In addition, Barboach's level-up moveset ends before Level 50.

Potential changes: Zen Headbutt can be given to both stages as their final move. In addition, the line can get Double-Edge, as there aren't much other old moves they can utilize.

Corphish-line:

Likelihood: Likely.

Reasoning: Though Corphish-line gained two new Egg Moves, its level-up moveset remains unchanged. In addition, it learns several low-level moves at higher levels such as Leer, and its current level-up moveset is rather shallow and exceeds Level 50.

Potential changes: As there aren't a whole lot of Move Tutor moves Corphish doesn't already learn, it will likely gain some new ones. Some special moves such as Water Pulse, Dark Pulse and Hydro Pump would work well, as its current situation is heavily focused on physical moves. Agility and Revenge could also work as moves.

Baltoy-line:

Likelihood: Unlikely.

Reasoning: Baltoy-line recent gone under a revamp in B2/W2, as such another one is unneccessary for now.

Potential changes: Baltoy can gain a new move for Level 50+, possibly one of the Move Tutor moves it already gets. Ally Switch can also be brought back, and some moves can be shifted to start, like Confusion and Mud-Slap.

Lileep-line:

Likelihood: Very Likely.

Reasoning: Lileep-line didn't gain anything notable from the generational shift.

Potential changes: Lileep-line's level-up moveset can be further condensed with Acid dropping to around 3 or 5 and Wring Out dropping to around 50s. The line can get new Grass and Rock moves as well, as it currently only has Ancient Power and Energy Ball.

Anorith-line:

Likelihood: Very Likely.

Reasoning: Anorith-line didn't gain anything notable from the generational shift outside of Aqua Jet.

Potential changes: Anorith-line's level-up moveset can be further condensed with Water Gun dropping to around 3 or 5 and X-Scissor dropping to around 50s. The line can get new Bug and Rock moves as well, as it currently only has Ancient Power, Rock Blast, Fury Cutter and X-Scissor.

Feebas-line:

Likelihood: Unlikely for Feebas, likely for Milotic.

Reasoning: Milotic has not undergone any recent changes and it has some low-level moves at high levels.

Potential changes: As Milotic's former move list is shallow, it requires a full revamp.
